The pilot demonstration of the Hebei Electronic Information Industry has achieved significant results.

The number of enterprises that have passed the national data management capability maturity assessment ranks first in China.

Hebei province has been listed as a pilot province for the National Data Management Capability Maturity (DCMM) evaluation by the Ministry of Industry and Information Technology, with 185 enterprises passing the evaluation, ranking first in China in terms of quantity. Three enterprises and six projects were selected for the third batch of national intelligent photovoltaic pilot demonstration, ranking first in China in total. According to the press conference on promoting high-quality development of the electronic information industry in Hebei Province held by the Provincial Government Information Office on September 11, the electronic information industry in Hebei province has maintained a good development momentum, and the pilot demonstration results have been significant in recent years.

“The electronic information industry continues to develop rapidly and has become a new field and track that supports the high-quality development of our province’s economy,” the relevant person in charge of the Provincial Development and Reform Commission said. After years of development, Hebei province has initially established a relatively complete industrial chain of semiconductors, network communication, new displays, big data, and other industries. In 2022, the electronic information industry in the Hebei province achieved a main business revenue of 293.86 billion Chinese yuan, a year-on-year increase of 16.8%.

Among them, Shijiazhuang relies on leading enterprises such as the CETC 13 to gather 1,633 upstream and downstream enterprises, forming a semiconductor industry mainly focused on semiconductor materials, chip design and manufacturing, high-performance electronic ceramic sealing and testing, and a network communication industry mainly focused on private network communication, satellite navigation, and emergency communication.

Taking the construction of a national hub node for the Beijing-Tianjin-Hebei integrated computing power network as an opportunity, Zhangjiakou has planned and constructed a data center cluster with high standards, and has initially formed a big data entire industry chain of “data storage, computing power scheduling, equipment manufacturing, and application services”.

Langfang relies on leading enterprises such as Huawei Technology Services, Runze Technology, and Yungu (Gu’an) Technology to form a chain of industries such as electronic core industry, information technology services, and artificial intelligence.

The electronic information industry is a ‘multiplier’ of economic growth, a ‘converter’ of development methods, and a ‘booster’ of industrial upgrading. The relevant person in charge of the Industry and Information Technology Department of Hebei Province said that Hebei has deeply implemented the three-year ‘doubling’ plan for the new generation of information technology industry, with a number of well-known enterprises landing and developing, and the industrial scale continues to grow. From January to July this year, the electronic information industry in Hebei achieved a main business revenue of 162.1 billion Chinese yuan, a year-on-year increase of 8%.

The innovation ability has steadily improved. In 2022, 14 projects were awarded the Hebei Provincial Science and Technology Progress Award. 34 major achievements transformation projects in the new generation of information technology are implemented, with support funds exceeding 100 million Chinese yuan. The intensity of R&D investment in the entire industry has reached 4.5%.

The project construction is accelerating. A batch of projects, including Ningjin Dongcheng photovoltaic cells, with a total investment of 5 billion Chinese yuan, have been completed and put into operation. In 2022, six projects received nearly 1 billion Chinese yuan in special funding support from the Ministry of Industry and Information Technology and the National Development and Reform Commission.

Backbone enterprises are growing rapidly. Four companies, Jingao, Fengfan, Lekai, and China Mobile Quantong, have been selected as one of the top 100 electronic and software companies in China. 72 national specialized, refined, and innovative "little giants" in the field of electronic information, and 3 national single champion manufacturers are cultivated.

The competitiveness of the industrial chain has significantly increased. Industrial alliances in industries such as semiconductors and artificial intelligence in Hebei are established, and cooperation between Beijing Dabo and multiple enterprises such as Hebei Letong and Pairui Teqi is facilitated. The Hebei province is collaborating with Beijing and Tianjin to build a Beijing-Tianjin-Hebei integrated circuit industry cluster.
